Funds the National Domestic Preparedness Consortium (NDPC) to deliver specialized all-hazards training nationwide to state, local, tribal, and territorial first responders and emergency management personnel. Eligible applicants are the NDPC institutions (limited submission). While LA County agencies are not direct applicants, they benefit through tuition-free course delivery and resident/non-resident training slots. No match required; cooperative agreement structure with defined performance period.
