About the Grant:

PIDP funds planning and capital projects that improve the safety, efficiency, and reliability of the movement of goods through ports and intermodal connections, including electrification, microgrid/renewables, rail/roadway connectors, cargo handling equipment, berth/wharf improvements, and resilience. Eligible applicants include states, local governments, port authorities, tribes, and multijurisdictional partnerships; private entities may partner with eligible public leads. Federal cost share varies by project and statutory caps; environmental approvals and NEPA readiness factor into competitiveness. For LA County, the program is fully applicable to the Port of Los Angeles/Long Beach region and inland intermodal connectors that enhance goods movement and emissions reductions. Applications must follow MARAD’s NOFO, including merit criteria (safety, state of good repair, economic vitality, climate/sustainability, equity), benefit-cost analysis where required, and robust project readiness documentation.
