About the Grant:
OPC’s SB 1 program funds coastal communities to prepare for sea level rise (SLR) through two tracks: Track 1 (pre-planning, data collection, planning) accepts proposals on a rolling, quarterly basis, and Track 2 (implementation) is anticipated to be a competitive process beginning in mid-late 2025, with an interim LOI pathway for urgent, near-term projects. Eligible applicants are California local and regional governments and partners (including tribes for a dedicated tribal track). Projects should align with OPC’s SLR Adaptation Criteria and can include vulnerability assessments, adaptation planning, community engagement, and site-specific implementation to build resilience along the California coast and San Francisco Bay. Awards are approved at OPC Council meetings. This program is fully applicable to Los Angeles County coastal jurisdictions and agencies. Technical assistance prioritizes EJ communities, tribes, and small/rural jurisdictions. Funding derives from California Climate Investments (Cap-and-Trade).
